News Flash No. 26/2024
Law No. 95 of July 4, 2024, converting Cohesion Decree No. 60 of May 7, 2024, on "Further Urgent Provisions on Cohesion Policies," was published in Gazzetta Official Gazette on July 04.
Below are the changes in the labor provisions made during conversion:
With reference to the discipline of extraordinary income and business continuity allowance (ISCRO), it is envisaged that the disbursement of the allowance will be accompanied by participation in professional refresher courses. At the time of application, the beneficiary will authorize INPS to transmit to the regions and autonomous provinces of Trento and Bolzano their contact data within the SIISL, as well as the unified information system of labor policies also for the purpose of signing the digital activation pact on the platform;
With reference to the Bonus for the hiring of women, at the conversion stage it was specified that it is aimed (in addition to women who have not been employed for at least 6 months and who reside in the Single SEZ for the South, and women who have not been regularly employed for at least 24 months, wherever they reside) also at women who have not been employed for at least 6 months, wherever they reside, working in professions and sectors with an employment disparity rate at least 25 percent higher between men and women, as identified each year by decree of this Ministry, adopted in consultation with the Ministry of Economy and Finance;
The following were introduced Urgent provisions for port workers., which extend from the 81 months currently provided for to 90 months the establishment of the Agency for Port Labor Administration and Retraining, into which redundant workers of enterprises performing port operations, including redundant workers of enterprises holding concessions for areas and docks, are to be incorporated. They also provide for funding for an additional 6.6 million euros for the year 2024, for the recognition of the specific income support tools provided by current legislation in favor of certain categories of workers in the port system, for the days of non-employment;
Provision is made to extend to December 31, 2024 (instead of the previous date of June 30) the conventions between the Ministry of Labor and Social Policy and the Regions, for the use of socially useful workers.
