Law No. 85 of July 3, 2023, converting, with amendments, Decree No. 48 of May 4, 2023 (the so-called Labor Decree) on "Urgent Measures for Social Inclusion and Access to Employment" was published in Gazzetta Official Gazette.
The conversion law is effective July 4, 2023.
Below are the main measures in favor of workers, businesses and families:
Introduction of the Inclusion Allowance (arts. 1-11 and art.13)
As of Jan. 1, 2024, replacing the Citizenship Income and as a measure to combat poverty, fragility and social exclusion of vulnerable groups through pathways to social inclusion, training, employment and active labor policies, the measure distinguishes between two categories of beneficiary households:
a. Households in which the "over 60", minors or components in a condition of disadvantaged and included in care and assistance programs of territorial social and health services certified by the Public Administration, who will be able to apply for the Inclusion Allowance for 18 months, extendable by another 12;
b. Households consisting only of "employable" persons, including single-person households, for which there is provided for the forfeiture of the benefit in the case of refusal of an offer of work on a full-time full or part-time with specific characteristics.
Introduction of Training and Employment Support (Art. 12)
A new tool called Support for Training and Employment will be active from September 1, 2023, aimed at individuals between the ages of 18 and 59 with a valid family ISEE value of no more than 6,000 euros annually, who do not qualify for the Inclusion Allowance. With this support it will be possible to receive a monthly allowance of 350 euros for 12 months and undertake paths of labor activation, participating in projects of training, qualification and vocational retraining, orientation, accompaniment to work and active labor policies however denominated.
