Migration from the Provincial SINTESI COB Service to SIUL-COB Regional

We inform that a migration of the service for mandatory communications is under way: UNILAV, UNISOMM and VARDATORE, so the same will soon be transferred to a new and modern system of Regione Lombardia, called SIUL-COB.

The new Unified Labor Information System (acronym: SIUL) stems from the need to create a single platform that brings management procedures in the field of active labor policies back to an integrated system, to support the innovation of labor services and manage the integration of Job Centers into the regional organization with the support of appropriate information and IT tools.


The final transition to the new system, while mandatory, is gradual, so both systems will coexist during the transition period.

The migration plan from Provincial SINTESI COB systems to the Regional SIUL-COB system is done province by province.


The Metropolitan City of Milan and the Province of Monza and Brianza have announced the upcoming transition from the SINTESI system to the new SIUL-COB service for mandatory communications, for employers and delegated intermediaries operating in these territories.

At the moment, the transitional phase of putting the two systems side by side is already active, but it is necessary to prepare soon in order to be ready in order to be able to continue to carry out the mandatory communications of hiring of employees, as well as the communications of transformation, termination, extension, change of employers, secondments, start of extracurricular internships, start of coordinated collaborations, and all the communications that today are carried out through the current SINTESI portal of the Metropolitan City of Milan and the Province of Monza and Brianza, using the new SIUL-COB portal.

All interested enterprises and employers should make timely registration on the new SIUL-COB portal, as at the end of the transitional phase, it will no longer be possible to use the SINTESI system.
