The legislature with Decree-Law No. 52 of April 22, 2021, provided new rules for the reopening of economic activities, established Covid-19 green certifications for the movement of individuals and extended provisions on simplified smart working. The measure took effect on April 23, 2021 and remains in effect until it is converted into law.
Reopenings
Regarding reopenings, this decree provided for the following reopenings, effective April 26, 2021, in the Autonomous Regions and Provinces in the yellow zone:
Catering activities: within the hourly limits (5-22pm), they will be able to allow table service only outdoors;
Schools: In-person teaching also returns to high schools (secondary schools);
University: In the yellow and orange zones from April 26 to July 31, activities will be held primarily in presence.
In the red zones, however, it is recommended that first-year pupils in particular be favored;
Cinemas, theaters, concert halls: reopen with limits on maximum capacity, which is 50 percent of the maximum authorized capacity and in any case not more than 500 spectators indoors and 1,000 outdoors;
Museums: reopen to the public with contingent mode of use or such that visitors can respect interpersonal distance;
Sports activities: any outdoor sports activities, including contact sports, are allowed to take place (from May 15 outdoor swimming pools will reopen and June 1 gyms will reopen).
Effective June 15, 2021, Decree No. 52/2021 provided the
following reopenings:

Finally, effective July 1, 2021, Decree No. 52/2021 provided for the
following reopenings:
Allowed activities in spas, can reopen theme parks and
of fun;
